Advocate for the Disabled

My dream is for every child to live up to their full potential! It is a key element of my campaign. I know what it's like to be in a wheelchair...

I want to be an Advocate for the Disabled! And for special needs children! Homeless veterans in particular and all the homeless are also very much on my mind.

What the LORD has done for me:

I had 24 operations for hydrocephalus (fluid on the brain) before I was 10. In 1962, I was in the Baptist Hospital in Winston-Salem, North Carolina for 81 days, and had countless procedures, including spinal taps. In one of the spinal taps they severed the nerve in my spine going to my right leg, and permanently paralyzed the leg. A few weeks, after returning home, my parents drove me back to the Hospital where they performed emergency, experimental surgery on me that had never been done in the South. They saved my life. In spite of all this, I never missed a grade in school, graduating at age 17 as a member of the Beta Club.

During my last semester in High School, I was bleeding to death, and the doctors at the hospital performed an Ileostomy Operation. I still graduated with my class.

I earned my BS with HONORS in Civil Engineering and my Master of Civil Engineering degree from North Carolina State University. In 1979, after working for 5 years with a P.E., I qualified for and passed the Professional Engineers’ exam at age 27.

I worked for the City of Raleigh, North Carolina for 10+ years, and for the North Carolina Department of Transportation for 21+ years.

I have NEVER been on disability a day in my life! I want to win this race for the Glory of God!

My job is to PROTECT you, whatever it takes!

Safe and efficient infrastructure is a critical component of any modern economy.

This includes roads, bridges, water and sewer systems, storm water management systems, mass transit systems (railroads, light rail, bus), airports, dams, levees, environmental containment facilities, and many other systems. Much of our infrastructure was designed for a certain number of years. It is now past its design life! It must now be replaced, rebuilt, repaired, and/or improved. The American Society of Civil Engineers (ASCE) has given a “D” rating to the nation’s infrastructure. In March 2018, I was selected by the ASCE to report on our infrastructure needs to our Senators and Congressmen in Washington, D.C. I have over 30 years’ experience in the City of Raleigh and North Carolina Transportation Departments. My desire is to improve and enhance the existing infrastructure and build a better infrastructure for both current conditions and for future growth.

Safer Schools, Quality Education for All

My district is home to some of the most highly educated people in the nation and in the world. Quality education will always be a top priority of mine. All students must have equal access to the best education possible.

Engineers are also needed to design and construct safe schools to prevent any and all violence.

Top quality education is vital to a strong economy. Our schools are our greatest asset, and a well educated workforce is critical to our economic future. As the largest item in the State budget, schools must be a central focus of all legislators.

I know that great teachers are the key to helping our students succeed, and I will work in the Legislature to insure that they are paid what they deserve.

North Carolina families have lost confidence in our public schools. To regain our confidence, we must focus on school choice and student achievement. We cannot let bureaucracy be more important than educating future generations of students.

More Jobs and Economic Growth

North Carolina once paved the way nationally in investment and job creation. During the early years of this century, we lost our competitive advantage. Over regulation, poor leadership, and high marginal tax rates caused us to lose our cutting edge. Since 2011, Republicans have held the majority of seats in the State Legislature. Republicans have now changed the direction of North Carolina. Republicans cut tax rates and reformed the tax code. Republicans also rolled back burdensome regulations. All this was done to get our economy back on track.

Now, North Carolina’s unemployment rate has been cut in half. Now, companies are investing in our State. Now, job creation is at a record pace. Since 2011, North Carolina has added over 600,000 net new jobs.

The Legislature needs to keep our tax rates low, continue to streamline regulations, and encourage even more investment and better job opportunities.

Illegal Immigration

We must encourage legal immigration and secure our borders. I strongly support deporting illegal immigrants who are convicted criminals. We should strongly encourage giving legal immigrants the same promise of liberty that our ancestors enjoyed. However, illegal immigration threatens our national security. It also drains tax payer money that would be better spent on protecting our citizens from inadequate environmental protection and inadequate flood control in hurricanes (by building taller and stronger dams, levees, and containment areas for things like coal ash and hog waste) and decaying infrastructure that is now endangering people's lives.

Clean Water, Clean Air

We must have clean water and clean air!

Most environmental issues are also engineering issues. For example, in designing water and sewer systems, civil engineers remove the solids from the wastewater, then treat the wastewater so you are able to drink it.

As a Professional Engineer and past President of the North Carolina Chapter of the Soil and Water Conservation Society, I have worked for clean water and clean air for over 30 years. My first two jobs were in installing computerized traffic signal systems, which reduced emissions and air pollution. The Soil and Water Conservation Society was formed to stop a major environmental disaster of the 1930's. This was the Dust Bowl in which storms full of dust swept across the nation, making our air unsafe to breathe. Now we provide crop management incentives to farmers to prevent these life-threatening storms.

A top priority of mine is to prevent future environmental disasters by improving dams, levees, and all of our infrastructure. Coal ash containment facilities, hog waste lagoons, and other infrastructure must be adequate to withstand severe hurricanes and flooding. We need Professional Engineers in the Legislature to help write proper regulations regarding all of our infrastructure. At the present time, there are only two Professional Engineers in the entire Legislature! We need more!

Inadequate infrastructure causes major environmental disasters. For example, coal ash spills can occur when the water overtops the top of the coal ash containment area and gets mixed in and it goes mixed down the river. We must build more adequate infrastructure! Also, we need better dams and levees to prevent future flooding in hurricanes, which cause loss of life, loss of property, homelessness, and water contamination. I will work in the Legislature on all of these issues.

We must reduce air pollution by reducing the number of vehicles on the road and using more public transit.

Agriculture

Our food is produced by the hardworking farmers of North Carolina. They feed not only us, but the entire world. I will protect our farmers from excessive government rules and regulations. As past President of the North Carolina Chapter of the Soil and Water Conservation Society, I headed an organization which has close ties with North Carolina farmers. A strong agricultural sector is vital to North Carolina's future.

Public Transit That Works For Our Communities

My district is home to the Research Triangle Park, which is world reknowned.

In addition, it includes RDU Airport, which is now one of our nation's major international airports. Raleigh is also on the rail line from Washington, D. C. to Atlanta.

We must reduce traffic congestion and bottlenecks both in the Research Triangle and throughout the State. Public transit must be improved and modernized. The exact solution depends on the community’s desires and needs. For some communities, that solution may be a more efficient bus system. For others, that may be a modern light rail system.

As a transportation engineer, I have worked on roads and bridges. I also worked on light rail and high speed rail systems, and on Raleigh bus routes. In addition, I helped plan and develop the first bike route in Raleigh, along Ridge Road.

With public input, we must decide on and develop a public transit system that works for the Research Triangle area. RDU Airport also must be improved and modernized to keep up with future demand.

I will be sensitive in hearing the concerns of residents about our transportation issues.

Life

My dream is for every child to be given a chance to live up to their full potential. Every child who is born as well as every child who is still unborn and in its mother's womb.

As a child, I had 24 operations before I was ten years old. I had fluid on the brain (hydrocephalus). They sent me home to die after 81 days in the hospital. The neurosurgeons performed an operation that had not been done in the South. They saved my brain. Decades later, the doctor told us this concerning most hydrocephalic patients: "Occasionally someone survived." Even after surviving, many lost most of their mental capacities.

In spite of the surgeries, I never missed a grade in school. I worked full time for 31 years as a Professional Engineer and I've never been a day on disability in my life!

I believe in pro-life protection for unborn children.

 My dream is for every unborn child to be given the chance to live up to their full potential!
